Business Licensing

Animal-related businesses are required to possess an Animal Facility Business License, including: 

• Aviaries  

• Circus 

• Commercial kennels 

• Commercial stables 

• Exotic animals  

• Fish stores  

• Grooming parlors 

• Mobile groomers 

• Pet shops 

• Pony rides 

• Rodeo 

• Temporary and permanent animal exhibits  

• Zoos 

Routine inspections are conducted to ensure the animals are properly cared for and adequate records are kept.

Public Complaints  

Complaints received from the public involving the welfare of any animal in a licensed facility are investigated.  

Citizens observing any cruelty to animals, sick or injured animals, lack of healthful food and potable water, or unsanitary facilities are encouraged to report the animal-related business to OC Animal Care by calling (714) 935-6848.
